Planned Parenthood Will Open a New Dallas Abortion Clinic to Clear Texas' New Hurdles

Planned Parenthood plans to open a new clinic in southern Dallas that will meet the stringent requirements imposed on abortion providers by the state of Texas, ensuring that Dallas has at least one clinic that can perform abortions under the new rules.

The regulations, which were passed in the Wendy Davis-filibustered Senate Bill 5 and take effect this fall, require any clinic wishing to provide the procedure to be a certified ambulatory surgical center. The requirements include specific sizes for rooms and doorways, separate locker rooms for male and female employees as well as backup generators and an air sterilization system. Of the 21 Texas health service providers that perform abortions, seven, including the new Planned Parenthood, will meet the new standards.

Numerous medical organizations have said that the standards are unnecessary. The statement excerpted below, issued by The American Congress of Obstetricians and Gynecologists in opposition to SB5, is representative:

For example, the bills would require physicians who perform abortions to have admitting privileges at a hospital within 30 miles, allowing abortions only in surgical clinics and setting a higher standard than for other procedures with similar low risk such as colonoscopy. The fact is that abortion is one of the safest medical procedures. The risk of complications from abortion is minimal, with less than 0.5% of abortions involving major complications.

Sarah Wheat, Planned Parenthood of Greater Texas' Vice President for Community Affairs, says the restrictions don't do anything but make it harder for women to access health care.

"It's a new strategy by anti-choice groups," she says. "It's not necessary for the safety of our patients, but it's a real challenge to construct and to operate an ambulatory surgical center."

The new facility, located in South Dallas, was purchased by Planned Parenthood as part of a plan to maintain health-care access for women despite the new restrictions. Other parts of the plan include providing money for birth control and travel for women who can no longer easily get to clinics, as well as renovating existing Planned Parenthoods, Wheat says.

The new clinic isn't scheduled to open until the staff is moved to the new location sometime next month. Eventually it will handle all Planned Parenthood-provided abortions in the city. The organization's current Dallas provider, on Greenville Avenue, does not meet the ambulatory surgery center requirements.

As far as the second part, my son was a condom and my daughter [conceived six months after his birth] was birth control pills.  Don't make assumptions.  

And I'm pretty sure I'm not one-in-a-million, either.  For example, among the poorest condoms are frequently used.  Considering the CDC last year declared that condoms have a 15% failure rate, I'm sure there are lots more women who had an unexpected bundle of drag-me-deeper-into-poverty joy.

And for the record, having babies too close together is the reason birth control pills were created... it can kill the mother either immediately or over time, or can cause uterine prolapse.

My life is one where I can both do good work and keep abreast of the news that I choose, and it takes me very little time to write a response.  (This one is maybe 60 seconds.)  What is wrong with your life that you don't have a minute here and there?  Are you stuck on the fryalator?

When you are so poor that you live in a veritable shack with no heat or air conditioning, bad wiring and plumbing, and dirt for a front yard, especially when you already have 3-4 kids, abortion is often the answer.

For those who say "So they should have used birth control" I have two things to say.  One, last year the CDC declared that condoms have a 15% failure rate.  

Two, in order to get birth control those same women would have to load those children  on a bus and ride to the vicinity of the nearest family planning clinic [if there's one in their town] and sit there for two or three hours with those same little children while people around her get nasty because her children are being bored and noisy.  

Then she has to drag those children into the exam room, get a gynecological exam, and be given birth control pills that may or may not work for her and a bag of condoms.  Several weeks later if  she had  bad reaction to the pills, she has to go through the whole process again to get another type of pill.

Many poverty-level [and below] women choose not to do that and just rely on the easily-available condom.  Given the failure rate, she may end up pregnant.  At that point, abortion is a relief.

Low-income women are also less likely to be on birth control and to have sex with men who choose not to use condoms.  Since condoms have an 15% failure rate [CDC 2013] these women are much more likely to have abortions.

The fact that a higher number of African-Americans are below the poverty line than white women accounts for the higher instances of black abortions.
