An Oak Cliff Man Shot a 9-Year-Old Girl During Backyard Target Practice, Dallas Police Say

There's a reason it's illegal to fire a gun in city limits (Class A misdemeanor, punishable by a year in jail and a $4,000 fine). There's no telling whose head those celebratory New Year's rounds might fall upon, or which kitchen window might be breached during backyard target practice.

On Saturday morning, that window belonged to the family of a 9-year-old girl, who was standing in her kitchen in the 400 block of Yarmouth Street in Oak Cliff when police say neighbor Cristian Manzano's bullet struck her in the head.

The girl was taken to Children's Medical Center, where she remained in critical condition on Sunday. Manzano, 20, was arrested for injury to a child and discharging a firearm in a municipality with more than than 100,000 residents.

Manzano has had a couple of previous run-ins with police in Dallas, pleading guilty to possession of marijuana and possession of a controlled substance last year and, in a separate case, unlawful possession of a black revolver police found in his waistband during a traffic stop.

He remains in jail on a $31,500 bond.

Maria Hernandez, who lives across the street from where Manzano was allegedly conducting target practice, told The Dallas Morning News she was "shocked" on Saturday to hear a volley of four or five gunshots in the typically quiet neighborhood, then see a young girl carted off in an ambulance.

"What are the odds?" she wondered.

In a densely populated urban area? Pretty low, but high enough for Texas to have passed a gun regulation.

Get all hyperbolic if you wish about how it is the gun that needs to be controlled.  It isn't.  Criminals need to be controlled, executed if rehabilitation seems unlikely.  Had the idiot in this current story been dealt with harshly by the legal system, this story would never have happened.

I'm curious as hell to know who supplied him with the firearm.  The only thing that's certain about that is that they didn't do so legally, so they should be prosecuted right along side him.

Probation for Manzano's other crimes did not work out so well.  Hopefully he will be better monitored in jail

Control of both is important - keeping guns away from criminals AND keeping criminals away from guns.  Taking an unbalanced approach, as you've done here, is a formula for failure - and that's why this little girl got shot.

@DonkeyHotay Dingbat.  Obviously he was not abiding by the law.  Firing in the city limits is illegal.  Depending on the severity of his possession charges, it might have even been illegal for him to own a firearm.  Keep on tilting, Sir Knight!

@Sotiredofitall I Live on this street, lived there over thirty years. It is a very quite street.  Good people and good neighbors. Any street could have a guy like this you don't know about until something like this happens. Prayers going out to the young child.

@Myrna.Minkoff-Katz I can look into any of their publications and find at least one article on gun safety and sometimes more. I can find youth training programs where they would have taught the basics of firearm safety that would have prevented this.

The same is not true for whoever is supplying the weapons.

That brings us back to the original question -who is supplying this criminal with the weapons in the first place?

My mother has lived on this street for 30 years... IT IS A QUIET NEIGHBORHOOD!! Everyone there has lived there for many years.. And everyone is close to each other. Stop making this a racial thing like the dumb ass up there did. What happened was horrible. And it could've happened in any neighborhood. Don't say it couldn't have either because we've all seen kids kill their parents in the suburbs. Yes he was wrong and an idiot. Knowing where he got the gun doesn't change that there's a little girl in critical condition... Stop being nosey, playing detective and all.. and send this little girl and her family a prayer..

@Montemalone No, your NRA attack doesn't float.  If it did, then there would be no crime in places that forbid civilian possession of a firearm.  Mexico has some of the strictest firearm possession laws in the Western Hemisphere, but gun violence there is just off the charts.

The NRA has, time and time again, demanded that felons using firearms illegally be prosecuted to the fullest extent of the law.  But you liberals want to 'rehabilitate' those violent felons, so we see them commit one firearms violation after another, and taking full advantage of your revolving door justice.

The first time this druggie was caught with a firearm, he should have gone away for at least 10 years.  Instead, he got a pass and was in an out of jail so fast that no one even missed him.

Simple logic.  It was already illegal for this idiot to have the handgun. and it was already illegal for him to fire it in the city. But being a criminal he did not follow the law.  How would making more laws prevent this situation?

@wilme2 @lebowski300  isn't there some licensed/unlicensed dealer rules that allow 18 year olds to buy guns.  for instance, I thought an 18 year old could buy used guns at a show.

@lebowski300  Well, he is 20 years old, so could not have legally bought it himself.  If someone else bought it for him, that would be a straw purchase and hence would be illegal.  I guess he could have borrowed it, but there are situations where that too would be illegal.

The article doesn't identify the weapon as such, but since he was previously charged with "unlawful possession", I think we can do the math.
