The State Legislature Just Killed the Texas Lottery Commission (UPDATED)

Big news coming out of the Texas House this afternoon. Lawmakers there were considering HB 2197, which would tweak the structure of the Texas Lottery Commission.

More importantly, the bill would allow the commission to continue to exist beyond September 1 of this year. The TLC, like most state agencies, has to be reauthorized by the legislature from time to time as part of the sunset process.

As you can see above, the House shot it down. Which means no more scratch-offs. No more eight-figure payouts. No more lottery. At least that's how Representative Gene Wu, a Houston Democrat, and politicos on Twitter take it.

And the Texas Tribune's Ross Ramsey:

When you take out the amount paid to winners, the vast majority of lottery proceeds go to fund education. That was one of its selling points back when it was established. Losing that revenue will be a major blow to the state's beleaguered public education system.

It's too bad they didn't dismantle the program. It just fuels gambling addiction. We were sold on the idea of the Lottery solving financial problems in schools, particularly ones in low income areas. 20 Years later, schools are still underfunded, quality programs are still primarily only in neighborhoods of means.

I hope they get rid of the lottery. Sure, you don't have to play, but if the government is running a lottery, it's in the government's interests to maximize its revenue by encouraging people to play (hence the advertising campaigns and lottery hysteria), which mostly comes from compulsive gamblers on the lower end of the socio-economic ladder.

You're bringing in revenue but it's one of the most predatory and regressive ways you can do it - and I suspect the lottery revenue is not being distributed back out the way it came in.

So no Powerball Mega Millions or anything huh?  And this is as of Sept 1st.  Was this a giant mistake, did they not realize what voting no meant, or did Anchia do this on purpose by putting the structural changes and the renewal in the same bill, know it would get killed.  So much to figure out here

@oakclifftownie reading more about the Missouri issue, it seems they have already privatized some functions of the DMV, like the DL center in KC and this will just allow them to fully privatize it.
