It's Time to Kick Our Addiction to John Wiley Price

Pretty soon, any day now, maybe tomorrow, well, possibly in a week or so, I may join a 12-steps program in which I stand up at the beginning of every meeting and say, "Hi everybody, my name is Jim, and I can't stop talking about John Wiley Price."

Not today.

If you are visiting from out of town or just don't follow local politics much, this is about the county's most powerful politician, Dallas County Commissioner John Wiley Price, target of a massive FBI public corruption investigation, although he hasn't been charged with anything yet.

He's in trouble. Last week the feds made public an affidavit alleging that Price took kickbacks from an African-American political machine run by a lady named Kathy Nealy in return for his help getting current Dallas Mayor Mike Rawlings elected.

When it came out, Rawlings issued a statement saying he didn't know nothing about nothing: "The campaign was not involved, and has no knowledge or information of Ms. Nealy's activities beyond the services expressly listed in her contract. If she was involved in other activities related to the campaign, her involvement was as an independent actor, and not as a representative of the campaign."

I swear to God, they've got this statement stuck to the refrigerator with a magnet in the break room down at the Dallas Citizens Council. That's the elite private outfit that chooses downtown suit candidates for mayor and runs their campaigns.

Ten years ago, when certain "irregularities" showed up in the Nealy-run phone banks for Citizens Council suit candidate Tom Dunning, he gave me the same statement verbatim from his own lips in person, adding, "How would I know what goes on down there? That's the South Dallas campaign."

Citizens Council candidates always have two campaigns. You have the white people campaign and the black people campaign. By the way, Dunning is a good guy and an extreme straight arrow. That's just how it's done. It's how Price and his black political machine insist it be done.

In 2002, when I asked Nealy what she did with all the money sluiced into her account by the Citizens Council candidate, she called me a racist.

I always wondered if that also worked at the 7-Eleven? "Give me a pack of Luckies, non-filter kings, soft." "That'll be $7.50." "That's racist."

Anyway, it has always worked for Nealy when anybody asked her for receipts for her campaign money, I guess until the FBI called. Whenever you ask the Citizens Council guys what the money's for, it's what they say every single time: We don't know. We don't ask. That would be racist.

But not everybody rolls that way. In 2002, Laura Miller refused to pay to play. She wouldn't hire Nealy, whom she had painted as a bag-man when she was doing my job here at the Dallas Observer. Miller, who won the election, beat Dunning badly in his own backyard, sweeping the very North Dallas precincts a Citizens Council guy is supposed to own.

Before the election in the one face-to-face meeting Dunning had with black community leaders not allied with the Price/Nealy machine, those leaders demanded that Dunning declare his position on key community issues. He blew up and marched out, angry.

Nevertheless, when the votes were counted, even though Miller had killed him in his own backyard, Dunning, the rich white guy, did fantabulous in the poor black precincts dominated by the Price/Nealy machine.

If I may, I shall quote my favorite writer, myself. On February 7, 2002, I wrote:

"Of the 670-odd voting precincts in this city, 21 have populations that are 90 percent or higher African-American. Dunning took every one of them by an average tally of 69 percent."

Because she wouldn't pay Nealy, because she had exposed corruption in black and white politics in Dallas with a strong focus on Price, Miller was then and is still today painted as a racist by Price and his cadre.

In the column I am working on for next week's paper, I want to point out that black southern Dallas has consistently voted against honesty, against progress, against inter-ethnic neighborhood cooperation and against any kind of civic responsibility in citywide elections.

But we are told nevertheless -- we are beaten about the ears, in fact -- that it's everybody else's job to clean up and bring prosperity to the black precincts.

After decades of watching this dismal scam operate, you may have to forgive me if I have become a bit jaded. I look at the editorial campaign of The Dallas Morning News, 10 holes in the bucket or something, about all the stuff it's my job to clean up in South Dallas, and I can't help wondering if this isn't part of the same old sleazy political deal.

You know what? I'm starting to wonder if maybe it isn't time for southern Dallas to clean up its own crap and leave me the hell alone.

The other guy who refused to pay to play was Rawlings' opponent, David Kunkle. In his years as Dallas police chief, Kunkle built up a fine track record as a true friend to southern Dallas, capable of being tough when tough was called for, compassionate when compassion was needed.

In return for that, Price blanketed the radio waves with ads painting Kunkle as a stooge of Miller and thereby a proxy racist. It worked. Rawlings got the Dunning vote. As we now know from the FBI document, Price got paid.

I am not calling Mike Rawlings a crook. I don't believe that. I think he's a straight guy, like Dunning. These guys do it the way it's always been done, the way that black Dallas, through Price, has always told them to do it. Anybody who questions that system is called a racist.

What's the bottom line? Hell, I don't know. Thinking about it. Couple weeks from now, 12 steps, I promise. Not ready quite yet.

Maybe it's time for the rest of Dallas to start consciously and deliberately voting against southern Dallas, as long as southern Dallas continues to support the Price/Nealy machine. How the hell can we be expected to fix all the holes in southern Dallas' damn bucket if we don't fix the holes in our own first?

I happen to live in the same Victory Park building as both Kath Nealy and Eddie Bernice Johnson.Nealy was GIVEN her condo by Hillwood in an effort to appease JWP prior to supporting the necessary tax incentives Hillwood desired.JWP picks Nealy up in the goofy Suburban with his mug wrapped all over it and they drive off to figure out new ways to cheat Dallas. and we already know how HONEST Eddie B is...................I need my condo fumigated.

I wish they would hurry up and be done with JWP.  There are so many more just like him (not as powerful) in the Southern Sector that also need to be removed from society.  I know the FBI is looking into several of them already.  But it will takes decades to change the behaviour of a generation.  So sad for the Southern Sector where I live and own property.  I know nothing will change in my life time.  It will take 30 years to undo the mess that is the Southern Sector

That drop in the bucket DMN is putting on is crazy every thing they report is a City of Dallas issue,code enforcement,sanitation and city attorney.Bulk trash is not picked up in South Dallas monthly I have driven pass one pile of bulk on Wheatland Rd for two months.Absent landlords own most of the vacant property .why doesn't City Attorney get demolition order? It's all crazy if City would do its part I think citizen will also.

Jim,Is in unlawful to accept a cash payment for an endorsement?  I don't see the ethical nor the legal problem with doing so.  It should be reported as income though because it could show up easily in an audit and of course it's income.If my endorsement carried the weight of JWP's I would ask for much more than $5K and I wouldask for my guy to be appointed to the Zoning Commission, Airport or Park Boardand perhaps a reserved parking space at the Omni Hotel.I'm not saying JWP is not rightfully under a cloud from the looks of the affidavit but the endorsement money is a bogus issue.

JimS, if you got an intern that needs work, it would fun to see how many candidates that The Pravada Morning News endorsed paid Nealy (also, how many times did they endorse JWP)?

A side story is that JWP has been protected by Belo for decades, they have protected and de facto promoted this corruption for more that three decades). Price has been dirty for years, as Laura Miller exposed twenty plus years ago. Belo didn't care because it's clients benefited from the system.

I'm sure he feels he's bullet proof, why not when you can picket the Mayor's house with signs that call her a "B*tch" and Belo looks the other way.

The good news it that his belief that he was untouchable probably is what got him now, he just got to sloppy.

Also, thanks for being the first reporter to call Price's behavior what it really is "kick backs" just good old fashion corruption.

On the plus side, maybe the City's most pretentious ass holes aka The DMN editorial board will STFU when they cluck about other City's corruption

Great article as always and as always the truth.  I wish they would hurry up and be done with JWP because there are so many more (not as powerful) just like him out here in the Southern Sector that need to be locked up.  I know the FBI is already looking into some of them but there are so many it will be decades before you can change the behaviour of a generation.

OMG! I am so blown away! I have always supported JWP. He used to visit my high school campus in the early 90's (in his pink Lamborghini) & was so impressed that this outspoken advocate for the black community wouldn't bow down..... I've taken a break, raised a family and moved to the suburbs bc, well truthfully, DISD sux. But to learn, a man I idolized as a man who is an advocate for the black community, is pimping the same community who looks at him as their voice.. I'm am too out done. I am truly heartbroken. The south Dallas community votes the way they do bc the think the black elected leaders are looking out for their best interest... I need a drink

I can remember Price from the 1980's. He was a bully, petty tyrant and demagogue. I distinctly  remember how he broke the arm of an innocent man who simply wanted to cross Price's 'picket line' and wound up being assaulted by Price.

Price has simply graduated from being a small time bully and rabble rouser to being a full time criminal and in the process has undermined every single action he undertook to make Dallas more racially tolerant and less racially divided.

The idiot is a racist and his own worst enemy. He has also become an enemy of the very people he claims to represent. Sadly, his constituents misinterpret his contrarian, confrontational style as some bass-ackwards black 'street cred.'

Price is long overdue his comeuppance.

Frankly Jim you speak to a common ailment that all of these interest groups share. They are hooked on the Price political machine. Why? Simple.

The machine worked, as you rightly point out the machine delivered exactly what it promised it would.

Just like many addicts do, they aren't going to kick their habit. They will just find a new habit when JWP and his ilk are gone, a new group to pay the $ to, a new group who will shepard their flock to deliver the goods.

Its a larger history of civil rights that can't be ignored.  It's the Dallas political machine. It's that guy over there behind the curtain. Because for you, it can't be about JWP himself. He was entrapped. He is misunderstood. He is lumped in with bad company. He was enabled. He was taken in by big money. He was had; he was hoodwinked; bamboozled; led astray; run amok. It's a conspiracy.

If you don't see how it is unethical to accept cash for your endorsement, then you are nothing more than a prosititute - bought and paid for.  You have NO ethics at all.  A person that did have ethics would see that an elected "public official" like JWP, who should have his constiuents in mind, should endorse those candidates that would help improve the lives of his constiuents.

If those people in south Dallas see nothing wrong with extortion, bribery, payoffs, by their local elected "leaders", then they have no right complain about the poverty, neglect, and poor condition of  south Dallas.  If the people of south Dallas keep accepting corruption and continue supporting those who enrich themselves while selling out the public, then you deserve what you get.

If that is true, then this must be selective prosecution becuase why is Paul Felding the only white elected official to be convicted of corruption from all three of those entities you have listed and although the first black elected official (George Allen) was elected in 1969 we have never had a majority on any level and only since the 90's came even close with coalitions from Hispanics.  So if politicians have "fed" off Southern Sector for 100 years as you say, then why haven't any of them except Paul Felding been brought to light, and why has a black person on every level Al Lipscomb and Don Hill (City), Terri Hodge (State) and now JWP (County) ever been called into question???

Well maybe some one should go to TEC and see how Republican turned Democratic candidate Teresa Guerra-Snelson paid her "consultant" Tanya Watkins (yea that one the DA's) wife over $100k for her 162nd race and of course got the noble DA Craig Watkins endorsement. Sad thing is, at least Nealy produces winners. Guerra-Snelson finished fourth.

Even more sad is that the root if IGNORANCE is to IGNORE.  Every sentence that I gave was all fact, from George Allen being the first Black City Councilman to Paul Felding (by the way current councilwoman Koops 'who is also white' brother) being the only white elected official on any level in Dallas County EVER convicted of public corruption.  So if DHA, DISD, City Hall and Dallas County are all corrupted and has been that way for 100 years as AFFH put it not me, then why has only black people been first of all even accused let alone, indicted, tried, convicted and sentenced???... Please explain. If the Citizens Council runs Dallas, then why hasn't anyone ever said anything to them? If Carol Reed is the number 1 political consultant in Dallas, then why hasn't she gotten a door knock...EVER (Trinity Toll Road, Convention Center, AAC, hell Leppert) she ran the campaigns and backdoors with consulting contracts ever Mayoral term! Give me a break. Truth hurts, I understand. And truthfully I despise this massage parlor paper, but if the only pleasure I get out of life is making you fools look like the fools you are while you sit around in you 12 step program circle ignoring the truth, then I guess I will have to keep doing it...

I don't think anyone is going down.  All the FBI and everyones favorite reporter JS is trying to do is expose... Expose how black people after hundreds of years of slavery, depression oppression and segregation have finally found out how to do it like the white people that have taught us everything we no in their country that they stole from the Indians.  Finally after water fountains, front doors and front seats on the bus, black people have cracked the code on what they value the most and is why they tried to hold it from us for so long and that is our voice, which equals our vote, which equals our power. We have the power.  Dallas County (which is full of racist ass people which we clearly see by there comments) is led by a black congresswoman, black senator, black county commissioner and black police chief (Hell for a few months we even had a black mayor all at the same time) and we learned the good and bad side of politics from them and this is how they want to take it back. By taking down what they taught us...

I understand where you are going, but I think you miss the point of Jim's columns.  He doesn't write about the obvious because, well, we already know it.  He's looking for something less obvious.  Something that he thinks a reasonably informed person might still need to be told because they lack the history, the personal experience, or the perspective.  Sometimes he hits.  Many times he misses. 

As for good ol' JWP, there really isn't anything more to say about the fact that JWP is a crooked sellout, so Jim doesn't say it.  He'll leave that for the DMN/local television news brain-trust.  They're great at stretching out the obvious points to fill a few pages/minutes.

Instead of reporting on how the county employee acquired $200K+ in straps of cash and the watches and the gold bars in his safe,and the cars, and the suits, and the bankruptcy fraud, and his use of his publicstaff to further his schemes, and the rest of the allegations now available to all in the sixty-twopage affidavit, it is easier, and I suppose more politically expedient, to tryto point elsewhere, maybe towards the columnist’s class warfare hobby horses inCentral and North Dallas.  Since misdirectionhas worked to create columns since the raids in of June last year, why would one expect anydifferent now?
