A Month After Women Hit, Dragged 17-Year-old Riley Rawlins, Dallas Police Make an Arrest

Several Friends of Unfair Park have been asking, repeatedly: When will Dallas Police arrest the 19-year-old woman who, on January 7, hit 17-year-old Riley Rawlins as he crossed Royal Lane, near Audelia Road, to meet some friends at the Sonic there. It's a question that's been repeated again and again since the incident, especially since, according to police, the woman didn't have insurance or a license and admitted to hitting the Lake Highlands High School junior -- and then dragging him 400 feet. Craig Watkins, the Dallas County District Attorney, was noncommittal when asked by The News a few days ago whether an arrest was coming:
"If we do indict it, it's going to be a coin toss," District Attorney Craig Watkins said last week. He said questions about the driver's speed and whether Riley was jaywalking are complicating the case.
But, at last, an arrest has been made. This just in from the Dallas Police Department:
The suspect in the January 7, 2012, fatality accident, in which Riley Rawlins was killed while crossing the road at 9900 Royal Lane, was arrested at her home today and transported to Lew Sterrett Jail. She has been identified as Soraya Villanueva L/M/7-25-93. She will be charged with Criminally Negligent Homicide with a bond set at $125,000.

So Craig Watkins, if this were your son would there be any "complications" with the case or a coin toss over an indictment?

This is so disheartening!!1st Andrew then Riley that area is full of crime and its the main reason why I moved my children out of the area in June...as many police on the streets over there I question why they don't have a sting or something to clean up the area????

DPD must have thought she was a cop, since they routinely skate on violations.  Tommy Ames (same intersection), Francis Crump, Michael Vaughn.  Osama's application to DPD was almost complete when he was killed.

But another reason may be that with her status, she has no money to pay a laundry list of tickets, so the Machine didn't want to mess with her.

The DMN article on this story stated she was arrested after the county obtained her cellphone records, implying she was either texting or talking on her cellphone when she ran the light at 70 mph before she hit and killed the young man.  In the same article she stated her reason(s) for not having a license as it being too expensive and having to take classes.  Considering the cost of a driver's license is about half what her monthly cellphone bill is, I say she has some seriously screwed up priorities.

She's about to find out how expensive it can be NOT having a license...

Its about time. I wonder if they drug-tested her when it happened because they surely cant do it now. I dont understand why it took so long? I'm from Ohio and I guarantee that woman would have been arrested on the spot had this happened there. Kinda disappointing, Texas, especially for a state that has an express lane for death-row. I hope Rileys family and friends get some type of justice.

So she had no license or no insurance? Police said the 19-year-old driver admitted she was trying to beat the light and that she was going about 70 miles per hour in a 35 mile per hour zone. She also told the officers she was driving without a license and insurance because it was too expensive. And I am guessing that in the past month she has been living a cloistered life or should we look out for her sorry butt behind the wheel as soon as she makes bail?

Heartless that a grown woman violently took a 17 Yo life by hitting him with a vehicle while illegally driving while texting on the phone and speeding and running a red light then dragging him more than the length of a football field before stopping?

Oh gee we should really feel sorry for her. What about Riley? He will never see his family again, will never join the marines, his mother will never hug him again?

As far as I am concerned they should have hauled her in when it happened and thrown the book at her no questions asked!!!

I will be keeping her in my prayers and praying that she gets what she deserves by being charged and tried as what she is... a criminal, and the family of Riley Rawlins has some justice in this incident!
