Park and Rec Will Try to Fix Lake Ray Hubbard Boat Ramp So No One Else Takes Car for a Swim


No doubt you've heard by now: Rockwall County deputy Keven Rowan had to pull two women from Lake Ray Hubbard early Saturday morning after they took their Honda Civic for a swim. And if you haven't heard, well, see for yourself; his dash-cam captured his heroics for all to see. It's also prompted Dallas City Hall to respond -- because, you see, Ngoc Do and Nhi Hoang Tran wound up in the lake after getting lost 'round Elgin B. Robertson Park, 257 acres the city owns around Ray Hubbard -- and 257 acres the city tried to sell back in November 2010, till voters ixnayed the proposal.

City officials would later insist they did a poor job of informing voters why they were trying to sell the land and have vowed to bring that proposal back to the council sooner than later. Till then, though, they have to make some quick fixes to keep this from happening again. Below is the memo the city just dispatched by way of An Official Statement concerning the incident:
The Park and Recreation Department is evaluating the existing conditions at the boat ramp at Elgin B. Robertson Park and developing a plan to enhance visibility. Such actions to enhance visibility may include several options such as 1) replacement of existing signage; 2) addition of new reflective signage; 3) installation of pavement markings; 4) installation of road humps or rumble buttons; and 5) installation of barricades as where necessary. The enhancements that are determined to be most appropriate will be implemented as soon as possible.

I do not know if this was the same boat ramp or not, but I remember during the summer when the water was very low from the drought, that a car was found with a body still in it, I do not recall what was ever found out about the body in the car, how long the car had been submerged, or any thing other then when it was found.  BUT this goes to show that this has happened at least once concerning a boat ramp at this lake, so instead of laying blame as to what the drivers were or were not doing, let's be more concerned at saving lives and making ALL ramps visible before it is too late to stop the car from going in the water.Even if the girls saw the lake & applied the brake, I am sure the car slid into the water and they were TERRIFIED! Thank goodness for the Deputy being at the right place at the right time, or next time the water level drops, this time it could have been a car with two bodies in it!

Texting and driving, cell phone talking and driving it's stupid to do and it's going to get alot worse before it gets better. At least they are safe. WAY to many cell phone or texting, incidents while behind the wheel don't turn out as good. Very fortunate.

Sorry but anyone who would admit to not being able to see a huge body of water fast approaching them is a fool. If you can't see well enough with your headlights or your brights at night, to notice you are on a boat ramp, that you are driving into water, you are not doing so because its not signed well enough, you are not paying enough attention. No amount of signage will help people driving too fast to read, or those not paying enough attention to the road. If its too dark for you to see where you are going SLOW DOWN.

and sorry but not being able to swim? Other than being physically unable which neither woman was, this almost cost them their lives. You can text, you can drive but you won't learn how to do basic human survival skills? people and the lack of common sense amazes me.

Can you imagine being in that water?  That lake is a nasty toilet! I once took a dump in RH, and it improved the quality of THE water.

I don't see any mention of LIGHTS among the suggested enhancements to visibility. Seems kind of simple.

Kudos to the Deputy though. This is not the first time this has happened at this ramp.

I've driven through that park on the way to the club/restaurant that's on the south side of 30.  While I don't think I ever came close to driving into the lake, I'm not 100% sure that I didn't.  It's extremely dark at night, and signage was virtually non-existent.

Well, news report this morning had the driver admit to (texting or talking, I can't remember which) when she drove into the lake. This isn't gender or race based, she's just to stupid to put the phone down and drive.
