Brett Shipp Visits the Houston HQ of Company That Got DISD's $40-Mil Tech Contract. Um ...


On August we told you that the Dallas Independent School District had been hit with a $40-million breach of contract lawsuit filed by a technology vendor with whom the trustees had agreed to do business till, out of nowhere, district officials just decided to go with someone else. In May trustees awarded to Lewisville-based Delcom Group that massive deal to give DISD's classrooms a digital makeover; one month later, it ripped up the contract and opted to go with Houston-based Prime. The district's reason: One of Delcom's underlings has a long-ago felony conviction on his record. The real reason: Former DISD trustee Ron Price started making some calls to district officials -- why remains unclear.

One month ago, trustees went behind closed doors to discuss the deal with district attorneys. Two weeks ago, they unanimously ratified the new contract with Prime -- though, as trustees were told at the time, even if they didn't, DISD was still going with the Houston-based vendor. Their OK was just a ... formality, let's say. The case, incidentally, is now in the Fifth Court of Appeals: Delcom's brief was filed two weeks ago; the district pushed its response till December 21.

That's the only way the district will comment on the suit: As you can see above, no one at 3700 Ross would talk to Brett Shipp about his look-see into the curious deal with Prime. Too bad; he does raise some interesting questions, chief among them: What the hell? See, Shipp actually went down to Houston to see Prime's facilities for himself. No wonder Doug Busey, director of AV services for Delcom, told trustees to take their own peek when he spoke to them in early November. Guess they never did, or else they might have wondered how the district wound up handing $40 million to a company that sells refurbished computers and remote-control cars out of a tattered storefront done up in Star Trek font.

Whatever happen to local preference? Local preference mean local jobs for local tax payers that support DISD. Let's investigate to see who have held fundraisers in Houston,  another local tax base. Its not unusual to do business in other cities and states, but I think we must be careful how we utlize business that do not have any stake in the city. There should be other guidelines in the selection process other than how much was gained during the campaign process. Outside business should have a clear and define plan as to how they will invest in the city's they do business in before being awarded a local tax payer funded contract.

Will probably have to be the Feds, since the local DA is incapable or unwilling to go after any local politico, regardless of their party affiliation.

Curious that The Dallas Pravda News hasn't highlighted this story, more important new to report I guess, like the Convention Hotel's cool lights.

Corruption will continue to be the norm in DISD because nobody is every held accountable.  Think anybody in power is going to be fired over this scam?

The only way we get the crooks out of the system is when the FBI gets involved.  But eventually the FBI is going to understand they don't have enough resources to convict all the crooks in DISD (and Dallas city/county government) and just wash their hand of it.

If I remember from one of these articles, the old (Delcom) contract called for a certain manufacturer of the white boards but the accepted contract (Prime) calls for a different product to be installed altogether.  Perhaps Brett should be looking at the product manufacturer/supplier rather than the installer.

Love how DISD waited to get the entire proprietary, innovative design plan from Delcom (to include equipment, prices, vendors, contractors, etc) before pulling the contract. Prime Systems wasn't even a preferred vendor of one of the main suppliers. The design Prime System's pitched didn't hold a candle to Delcom's which is why Delcom won the bid in the first place. From what I've read about Prime Systems and what I KNOW about Delcom, DISD made a huge mistake. Karma's a B.

dont know that a company that has remote control cars and refurb computers as the only thing available at their storefront to be supplying my $40 million dollar IT project.  Someone must have ties between DISD and Prime for this to happen.  While Delcom may be up a creek bc they never got the contract signed, something is still very fishy here

Its the politicians who use their position to make their fortune...its business an usual all over the country and it has lead us to the very near end of America.

No one will do anything about it because anyone who has the power will be paid off or destroyed to keep the conditions stable and "business" working as normal.

Yeah, but the mistake effects the KIDS, not the bozos who gave the contract away. That's the sad thing - the trustees and others @ DISD don't care about the kids, they only care about putting $$$ in their pockets.

I don't think a crime has been committed, just unethical politics at the cost of the tax payers. The contract was not signed so the board had the discretion to choose another firm. What is great about this story is the fact there is good investigative journalism at work. From Brett Shipp to Wilonsky; this is how we uncover these issues and get the information to the public. If the journalism uncover illegal bidding, etc. then I believe it may warrants further legal investigation.
