DPD: Man Guilty of One Sexual Assault Responsible For Another at Occupy Dallas Site

One week ago we got Occupy Dallas's side of the story concerning the sexual assault that took place at its encampment behind Dallas City Hall. Today, we get the official version from the Dallas Police Department, which is reporting that it has arrested Richard Wayne Armstrong, a 24-year-old "non-compliant registered sex offender," for the sexual assault of a 14-year-old girl in late October.

According to DPD, which issued its statement via Facebook in advance of a 4 p.m. press conference, the victim was a runaway from her home in Garland; she was picked up at the camp last week and taken to DPD headquarters after they received a tip that she matched the description of the runaway. She was interviewed by Youth Section detectives, and told them that she had sex with the man in a tent at the encampment; she also said she told the man she was 19. Armstrong was identified as the suspect after an investigation by the Child Exploitation Squad.

According to DPD, Armstrong, who presently sits in Dallas County Jail on $200,000 bond, has been charged with two felony counts: failure to register as a sex offender and sexual assault of a child. According to court documents, Armstrong -- a former Marine once stationed at Camp Pendleton -- has done this before: In January 2009, at a party in Coppell, he sexually assaulted a girl he knew to be 14. When interviewed by Coppell PD and Naval Criminal Investigative Services officers, according to the initial police report, Armstrong acknowledged she repeatedly asked him to stop but said he "had no power over my body."

He would eventually plead guilty to the charge in May 2009 and received 10 years' probation for the assault, and was fined $2,500. But court records show he violated terms of the agreement that September. Court records show he came in contact with a child under 17, failed a polygraph test, attempted to move out of the county and was "unsuccessfully discharged from sex offender treatment." Matter of fact, Armstrong's been in and out of Dallas County courts since early October, when, on October 10, a judge denied his attempts to revoke community supervision.

Moments ago, we received an email from an Occupy Dallas member who said he didn't know if the girl had arrived at the camp with her assailant or had met him there. "Everything I've heard from camp is that she arrived with a man the day before she was arrested," our source wrote. "If he is guilty of this, he deserves everything that's coming to him. Truly disgusting. I hate that it's important to me, but I hope we can distinguish if she met him at Occupy Dallas or came to camp with him. I hope she gets the help she needs, regardless. What a horrible thing to go through."

Messages have been left for Frank Librio at Dallas City Hall to see if today's news affects the city's agreement to allow Occupy Dallas to remain on City Hall property.

Update at 4:50 p.m.: Frank Librio, City Hall spokesman, says via email that "this is an isolated incident, and any further details would jeopardize the police investigation and subsequent prosecution. Occupy Dallas continues to cooperate with the Dallas Police Department and the city as per the agreement. DPD will continue to enforce state and local penal code at the OD site."

Several things you should know about those awful Wall Street workers that the protestors love to complain about. Wall Street employees worked their butts off in high school, college, and grad school. They studied for years to become CFA's, CPA's, etc. while the protestors were sleeping on a couch. They get to work at 5 am, leave at 8 pm, and work weekends. They sacrifice personal lives to provide for their families. They donate billions to charities, invest in American businesses, volunteer in their communities, and provide opportunities to increase your standard of living. So, if you dropped out of high school, blew off college, would never give up 3 consecutive Summers to study for an exam, get to work at 5 am and head home at 8 pm, and work almost every weekend of the year, then please quit your complaining.

Good Gawd !!! So many of the comments on this are so far off topic they are not even relevant. 

While there is certainly no condoning what this idiot did to this child. It seems the OWS congregations are magnets for this kind of behavior across the country.

It begs the question of where were this child's parents while all this was going on ?

Did i miss the articles detailing the parents outrage ?? I don't recall hearing any Amber Alert nor do I recall seeing anything on local TV news station regarding this missing child.

Has this child run away before ? I would presume CPS would be on this case ?

If my 14 year old child ran away, i can assure you it would be front page news in this city even if it meant i had to spend my life savings purchasing advertising space on every available outlet to get the word out.

Furthermore, 14 year old children don't just agree to have sex with anyone. Unless of course, they've been subjected to a completely dysfunctional home life.

This child was in a public encampment with a significant number of people in close proximity. She didn't scream or put up any fight. She was there one, two how many nights before people took notice ?  Actions have consequences and at some point this child and her family have to take some responsibility for this.

I feel that the judge that did not revoke his probation to begin with is partially to blame, and no this is not "shifting blame". He violated his probation on just from reading the report one time, about 4 diff times and nothing was done. Armstrong should not, unless the "victims" story changes, be charged with anything to do with sexual assault. She told him she was 19, true or not he is not to blame. He however is a idiot for not suspecting she could be lying and he didn't ask for I'D.

If it weren't for his previous sexual assaults on underage girls and his failure to register as a sex offender, I would say drop the charges.  The young skank admitted to lying to him about her age and while guys in general should get smarter about that (and start checking drivers licenses), that probably won't happen since guys are instantly stupid when their man junk stands at attention.  Put this loser in prison and send that girl to a juvenile detention center so she can "hug it out" in group therapy.

Disgusting....I dont think this has anything to do with the Occupy movement, however.  This type of trash can be found anywhere.  The real solution is to have better saftey measures, screening protocols, and treatment plans for people, and I use that term loosley, who have a history as a sexual offender.  I'm glad he was caught, and hope he is properly dealt with so this type of dispicable event does not happen again, anywhere...with any sexual offender.

He raped another girl in 2009, when he knew that she was 14. Plus, this wasn't just statutory rape. He admitted that he didn't stop when she told him to stop repeatedly. That's rape, regardless of her age.

Wow, that's some sound logic there, chief... Unfortunately, this guy is pretty much "par for the course" for a large percentage of ex-Marines (not all, of course) I've met in recent years.  A loser in high school that joined the Corps to feel like a "big man" with a gun...only to discover that being a grunt in Uncle Sam's Misguided Children, well, sucks.  So, they leave after their six-year stint is up and find new ways to feel like a "big man".  In many cases, there's collateral damage in that quest.  In this case, two 14-year-old girls.

Are you sure responsibility for the unemployment shouldn't rest on the 'batshit' House we had before the Tea Party candidates blew into town?  I mean, they 'inherited' this mess didn't they?It's very, very tiresome to hear Democrats blaming Republicans and Republicans blaming Democrats for each and every one of our societal woes.  The one thing that has remained constant, for over 100 years (and the birth of all of our current societal woes) is BOTH parties have had a strangle hold on every aspect of our local, state and national government.  WE keep electing this leeches into office, instead of promoting and voting for viable third party candidates.By the way, get your facts straight.  The Tea Party, at its birth, had two main priorities, the economy and personal liberty.  One of the early leaders sold out to the republicans and that branch of the movement has garnered the lion's share of the media attention. (similar to a very few negative events garnering the lion's share of OWS media attention).  And thank you for very succinctly and clearly making the case to protect the 2nd Ammendment, it's about time someone on the left realizes that legally armed, law abiding citizens are less likely to fall victim to violent crime.
