A homeless black male who possibly goes by the name "Poochy" is stealing puppies and selling them to residents in downtown Dallas along Main Street. The suspect is approx 53 yrs old, 5'6", 140lbs, salt-n-pepper hair, and appears somewhat clean. If you see this individual, please call 911.
2nd cutest beagle in Dallas, only dethroned by my Lou. And, from the sounds of it, like every other retail shop downtown, they can't catch "Poochy", because he closes before 8pm.
Saw police making an arrest at Elm & Lamar - Rosa Parks Plaza Dart stop - about 6:50 PM - description matches to a T.
Am I the only one wondering where he's stealing the puppies? Is there a puppy farm nearby that maybe if a few go missing, no one notices??
Wait a minute, unless somebody can show me the stats it's convenient for me to believe that there is no criminal element within the homeless population. Surely he must be selling these dogs on consignment.

I know when I want to buy a pet, I just head downtown, stand on the street and wait for a "somewhat clean" dude with a bagful of puppies to wander by. Works every time! (Doesn't work so well with parrots.)
Surely the biggest part of this man's crime (in the eyes of the city) is his failure to obtain the proper, non-existent permit.
