Pauline Medrano Responds to Billy MacLeod's Complaints About Polling Location

Till a few minutes ago, Deputy Mayor Pro Tem Pauline Medrano and I had been playing a marathon game of phone tag in recent days, following District 2 council candidate Billy MacLeod's efforts to get the city, county and even the Department of Justice to remove Esperanza "Hope" Medrano Elementary School from the list of polling locations for the May 14 election. MacLeod has pointed out, repeatedly, that the school is named after the council member's mother and insists having the name Medrano all over the polling place is a "clear violation" of the Texas Election Code, which prohibits electioneering within 100 feet of "an outside door through which a voter may enter the building."

Medrano says this morning that she has no intention of asking the city to move locations. First of all, she says, City Attorney Tom Perkins and City Secretary Deborah Watkins have "confirmed that it's been a polling location for a little more than 10 years," and if they don't have an issue with it, neither does she.

"It's [MacLeod's] right to ask," she says. "But he ran against me two years ago, and he never said anything about it then. I don't know why it wasn't a problem then but is now. I think most people in the district, when you ask where they're going to vote, they'll say, 'At the school on Lucas.' I don't know if they equate Hope Medrano with Pauline Medrano, and I have never, ever in my campaign mentioned I am 'the daughter of,' 'the sister of.' My signs say 'Pauline Medrano.' I believe I have 26 years of community service in this city...and I believe I stand on the services I have provided for people in this community and city and have never ridden on my  parents' coattails. I am my own individual."

MacLeod says this morning he didn't make an issue of it then because "I was running a positive campaign last time based on issues, I didn't want to go negative, and I was assuming it would be a fair fight." But after voter-fraud concerns were raised after the March 2010 election of Dallas County JP Carlos Medrano, Pauline's brother, and after Carlos's niece was indicted on voter-fraud charges two weeks ago, he decided this time he would make an issue of it.

"Precinct 3007 is ground zero for every allegation of voter fraud launched," MacLeod says.

MacLeod has asked the city, county and Justice Department to consider moving the polling place to Sam Houston Elementary. When asked if she'd have a problem with that, Medrano said it's the city's call, but, yes, she would.

"I would not recommend Sam Houston," she says. "It would not be allowed because it's in a different precinct. I think the Department of Justice would have to clear it. That would be for them to answer. And then you have to consider the people in the voting precinct and make sure you're not trying to suppress their vote by changing the location."

MacLeod has won one argument: The city secretary will ask the city council to replace elections judge Armando Cruz, who does work for the Medrano family, with Yvonne Williams at the April 27 meeting. That appointment led to MacLeod filing an ethics complaint with the city, which will be heard by three members of the Ethics Advisory Commission on May 2 at 2 p.m. at Dallas City Hall.

When asked about that complaint, Medrano said: "I just received the electronic complaint yesterday afternoon. I was at [a Regional Transportation Council meeting], and I will be reading it, and I will be responding." Then, she laughs: "It's election time, you know?"

I don’t have any skin in this game as it’s not my district. MacLeod is absolutely correct to raise the issue through the proper legal channels. However by continuing to make it an issue in the press he’s continuing to create positive name recognition for his opponent (while frankly coming off like a shrill) and has reached the point where this “issue” is counterproductive.

i disagree. Calling out corruption and illegal practices along with voter fraud....should be everyone's business. He files a complaint and you call him a shrill.

Twenty six years of community service in Dallas huh? Guess that explains why Dallas has become the mess it's become since I left! They still have John Wiley Price making interstate news and as usual being an idiot. You can't blame individuals like Pauline for doing what they do.....the voting public for the most part seems to not care and couldn't vote themselves out of a paper sack! I feel sick for the city i grew up in!

Voter Fraud? According to more than 40 property records in the Dallas CAD, 2346 Douglas is the headquarters of Medrano Properties, which is run by Ricardo Medrano. Pauline's voter registration claims that same address as her residence. We are to believe this 1586 square foot house is the headquarters of Ricardo's business, where he also cohabitates with his sister. Not likely. This is not Paulines bona-fide residential address, and as such Pauline's ballot application should be considered invalid, making her ineligible for this election, and the three she won. Yet she is allowed to continue.

What are you basing this on? Where are you getting this information? It's a shame that Billy is accepting of this type of nonsense. Billy should be running for office not taking cheap shots at his opponent. These comments make Billy and his supporters look like they don't know the issues or are not able to articulate them.

Hey InquiringMind. Was that hurtful for you to read the truth? The only time I see Pauline is when she is running for office. Hopefully now with the FRAUD cases moving fast and indictments being handed out faster than candy on Halloween she will go back to her real home in N Dallas and we won’t see her anymore. I’m a big boy so you don’t need to worry about how I spend my time InquiringMind . Oh and 1 more thing the article write up about Robert Medrano skipping out on paying child support did not surprise me. I’m sure it would bother you so look it up in the Dallas Observer listed under My 2 son’s?. Or just type in Medrano HA!

What real home in north Dallas?! What do you base this on? Are you hanging out in front of her house, which is also her campaign headquarters? Honestly, you could be considered a stalker at the rate these comments are coming out. If you are a supporter of Billy's no wonder he is having a tough time with his election. It seems that he has a few assorted nuts supporting him.

Mr. Anonymous: since you "inquired"...Not only does Pauline Medrano own a house in North Dallas but on Dallas County Central Appraisal District records she claims it as her Homestead. Pauline Medrano claims she only owns 20% of the house she claims she lives to in because her late father Pancho owns 60% of that house. That house in in Precinct 3007 and she claims it as a second homestead, which is not possible.To top it all off, she takes the Over 65 tax exemption on BOTH houses. She's not 65. I really don't care where she lives, but I do know Pauline Medrano voted to raise City of Dallas property taxes, and when she did she passed the bill onto to Dallas residents. You did forget to mention to those who do not go to your website that Pancho Medrano is dead. How did he vote in the last election? Unfortunately, I worry that this will not matter to the voters. The Eddie Bernice Johnson scandal did not effect the election at all. However, she may have committed tax fraud with the exemption. What is the current tally for indicted Dallas City Council Members? I know of four (Fantroy, Hill, Lipscomb and Fielding)

Most likely when Pauline Medrano was election judge they didn’t have their ducks is a row. Or should I say mail in voter fraud mail ins in a row. They are pros at it now but I don’t think they will be willing to go that far while they are under investigation for voter fraud. But you never know they just might be stupid enough to.

Freddie, Yes Richard Medrano lost to Chris Luna In a run off. Guess they could not get all the fraud mail in votes done that soon . Robert Medrano resigned from D.I.S.D. board member after his dwi arrest BTW he cried like a big baby in a recorded interview. Richard Medrano was the election judge at Hope Medrano Elementary School when Adam Medrano ran and won for D.I.S.D. Board member when Pauline Medrano ran for the City Council seat 3 times now going on 4 and Carlos Medrano ran for JP. Richard Medrano was the election judge since Hope Medrano Elementary School was opened over 10-years ago. What the crap! Who dropped the ball on that one?

You can actually interpret that the name on the school would be considered electioneering, however it would need to be Pauline Medrano Elementary to interpret it that way. Hope Medrano is not the same person. You could liken that to John Smith Elementary and Robert Smith the candidate. They wouldn't be the same.

But MacLeod was definitely correct in challenging the election judge and I agree with the removal of the election judge since it is clearly a conflict of interest.

I am curious why you did not ask the Councilmember why her supporters stole so many of her opponents campaign signs and continue to do so?

We had our Sheffie Kadane signs stolen from our front yard, I wonder if Billy thinks the Medranos did this too? Billy's signs were removed last year because he put them on the city's right of way. If you are going to try and sit on the city council maybe you should learn about the codes for posting signs.

Medrano is a family name that has had dominance in Dallas politics for quite some time. It is not a common generic name like "Smith." This school is named for one candidate's mother. It certainly gives the appearance of an unfair advantage. If Medrano wanted to look professional, she would say that the polling place should be changed, the name of the school should be covered -- something.
