Mayor Dwaine Caraway Refers to Mike Rawlings As "Payday Loan King" in New Radio Ad

Moments ago, during Robert Ashley's show on KHVN-AM, an ad ran attacking mayoral candidate Mike Rawlings and his ties to Ace Cash Express -- though it never mentions Rawlings by name. The speaker: none other than Dallas Mayor Dwaine Caraway, who is supporting legislative efforts to exclude payday lenders as credit service organizations and who has endorsed fellow council member Ron Natinsky both at a press conference in front of Dallas City Hall and in an editorial in this week's issue of The Dallas Weekly, in which the mayor wrote that "Ron understands the predatory impact of pay-day lending operations."

Here's the audio, which includes throughout the ka-ching of cash registers that doesn't translate well to transcript:
"I thought payday lending was the topic. I thought payday lending was the topic. This is Dwaine Caraway setting the record straight about payday loans. The mayor's race is coming up. There's one candidate in the race that sat on the board of directors of Ace Cash Express from 2000 to 2006. You're received a lot of mail, you've seen a lot of television, you've seen a lot of signs, you've heard a lot of endorsements. I thought this was about payday loans. How can we support the payday loan king for mayor of this city when it is the very thing that we're working so hard against?

I've left a message on Rawlings's cell, and I'm attempting to reach Caraway as well. There's said to be a second version of the ad in which Caraway names Rawlings. But as Sam wrote in last week's cover story, in 2004 ...
Rawlings became a full-time partner at CIC Partners, a spin-off of Cardinal Investment Co. Cardinal had at one time invested in Ace Cash Express, which provides check cashing and payday loans. Several council members and state legislators have pushed for restrictions on companies like Ace, which they believe prey on lower-income families. While Rawlings served on Ace's board starting in 2000, he points out that he never invested any of his own money in the company and sold the shares he received as a director in 2006.

Update at 1:47 p.m.: Rawlings called to say he'll have a comment later today, after he's had a chance to hear the ad for himself. And he's got meetings. So expect a separate item later today.

Why take out the ad?

Payday loans have been such a hot topic aroud here, and we've gotten to the point where we've even had council member [Jerry] Allen go to Austin to speak with the legislators about regulations. There's been so much concern about 'em, and you would think that it'd be a little difficult to digest the fact we're ingratiating the very thing we fought so hard against. My thing is we have to take a position: Either we're for it or we're against it.

You've endorsed Natinsky several times. Why did you feel it necessary as mayor to use your campaign funds to pay for this ad right now?

Here's the deal: I represent the constituents of this city, and I represent not just my district but the constituents of this city. It is a responsibility of mine to make sure the facts are out there. Notice I did not say, "Vote for Ron." That's simply factual information that should be part of the debate. ... Regardless of when a person stepped aside, once you create the child, the child belongs to you.

Do you mention Rawlings by name in the others?

Yes.

Did Natinsky know you were doing this beforehand?

I don't care who knows what. I don't care who knows. If I cared I wouldn't have made the commercial. I don't know what he knew. I know the facts.

This is a great post; it was very informative. payday loans can be obtained through many online lenders very easily.Whilst this is the case there can still be drawbacks that have to be thought about before entering into any contracts. First we have Tom Leppert who served on the board of Washington Mutual... one of the biggest criminal organizations in US history, and now Rawlings serving on the board of a sleazy payday lender. I was favorably disposed toward Rawlings until this. Disgusting.

I know a lot of people who do not have bank accounts that rely on these check cashing services, and a lot of them are in financial situations that could make a payday loan look tempting. I generally advise them to try to get a real bank account. Some do. Some don't. There is an element of self responsibility here, even if it is also the seedy, opportunistic underbelly of capitalism at work.

For those who feel like only the poor get ripped off by "alternative banking" consider that the original ATMs in the area, call MoneyMaker, and operated by ACS, a local company, were named that as an inside joke in the company, because they made so much profit on people pulling out $20 and paying a huge fee, in terms of percentage. Everybody uses ATMs, not just the poor.

I think it's great reporters and folks are starting to look closer at Rawlings and Natinsky. I'm a Kunkle supporter and I'm sure everyone will get around to his multiple marriages, but if that's the worst they can do, bring it on.

But look closer at Natinsky, Jim. How many business did he start? How many are still in operation today? He was a low level huckster who went with whatever hot thing was happening. Entrepreneur? No, just manure. He finally hit it big somehow because he drives to forums in his porsche and lives in a gated community. Yep, one of the peeps, just like you and me.

I love the last three weeks of a campaign. Great theater, great fodder for the masses. Kunkle will win against both these uninspiring nabobs leading us nowhere!

Now that everyone can throw around their opinions, let's hear the facts...The name of the company is ACE Cash Express, Not PLS (Payday Loan Service, not Texas Car Title & Loans or any of those molly wolly institutions destroying our community. ACE orignially created for the community to cash their checks bc big white owned banks would not let us open checking accounts with them so ACE served as the alternative to cash checks, get money orders (no big named bank account no checks) and send western union's.

Over the past few year's, pretty much centered around 2008 and 2009 did all of the Pay Day lenders pop up and ACE followed suit and started giving our community these bad loans, and its still because the big banks wont finance us.

But here is the kicker. 2008 and 2009 was two if not three years after Rawlings left. And thus is not responsible or made money of the backs of the "hood" with Pay Day loans. I dare anyone to say that Pay Day loans were as big from 2000 to 2006 as they are now and you would be telling a flat out lie.

This issue has been bubbling in the background for months, but nobody would pull the trigger. Ace Cash Express has been a major player in lobbying efforts in Austin and Washington to defeat greater regulation of the payday loan industry. There are payday loan companies that won't operate in Texas because of what they say is a wild-West anything-goes atmosphere. In fact some of them helped push regulation efforts here in the previous legislative session, where reorms went down to defeat. But it's not clear exactly what anybody can stick on Rawlings. He sold out four years ago. As a board member he was in fancy company. Other Ace board members were Rob Allyn and Matrice Ellis Kirk. It's a dirty business. Advocates for the poor tell me they often have trouble helping destitute families because before they can give them any money they have to pay off their whopping payday loans. But none of that makes it against the law. And you have to be careful not to go around saying that everybody who does business with poor people is making them poor. Else, nobody could rent or sell anything to anybody poor. Then you have certain realities. To stay in any business, you do have to collect your money, and collection is harder to do the farther down the ladder you go. So what would it tell us if Rawlings had owned a we-tote-the-note car lot on Ross Avenue? Would that make him a bad person? I don't know, Mayor Dwaine. Nobody else would pull this trigger, because nobody could put a smoking gun in Rawlings' hand.

It's interesting the Mayor's company, The Profile Group, is an advertising/marketing and consulting agency without even a website. What business deals has it been involved in? Makes us wonder why nobody knows the answer.

As for Natinksy, his bio reads of a job hopper who "formed" company after company but can not pin point to any names of said companies. All we know is he loves 8 track tapes, tax payer funded trips to the Far East, and has zero grasp of the fact the "inland port" is not in Dallas.

I don't think being endorsed by Don Hill 2.0 is really that beneficial, but letting the Don Hill 2.0 throw mud for you is a good idea. Nice way to distance yourself from your own opposition research.

The image of Rawlings sitting at the horseshoe with half the members oppose his source of deferred income (and watching have to leave the room when they vote to revoke their business permits after the state outlaws payday loans) is going to be too funny.
