On the Scene at Burger Street Shootings

The scene outside Burger Street, shortly after last night's shooting over what appeared to be a robbery involving a 30-pound bag of marijuana
By now you've no doubt heard: Two men were killed and two more were arrested last night following what appears to be a drug-related robbery outside the Burger Street on E. Mockingbird, between N. Central Expressway and Greenville Avenue. Officers were called to the scene at 10:16 p.m, writes Dallas PD spokesman Kevin Janse in an update sent to media moments ago, at which point they found two men -- 27-year-old Chad Ryan and 29-year-old Robert Allen -- lying in the parking lot, critically wounded. Writes Janse:
Victim Ryan died at the scene. Victim Allen was transported to Baylor Hospital where he also died. Officers followed a blood trail to a nearby apartment [The Phoenix], where several suspects were located and taken into custody. It appears that the suspects and victims were involved in a drug transaction when one of the groups tried to rob the other group. Detectives are still interviewing several witnesses at this time. Two suspects are in custody and will be charged with capital murder. One of the suspects arrested was also shot in the arm during the offense and is at Baylor Hospital.
The suspects' names will be released at a 1 p.m. press conference at DPD HQ.

As it turns out, Observer contributor Dylan Hollingsworth happened to be near the scene not long after the shooting, which is how he came to capture the photograph seen above. His account follows.

Update at 1:32 p.m.: DPD says the two suspects in last night's shootings are Jason Greer Frappier, 24, and Christian Emanual Avalo, 25. Frappier, says DPD, was the suspect shot during the offense, and he's currently at Baylor Hospital recovering from surgery for a gunshot wound to the elbow. "He is being guarded by officers and will be transferred to jail when he is released," says the DPD update. "Each arrestee has been charged with capital murder."
My friend Hampton and I ran out to go to the store and drove up on the scene. I didn't get the whole story, but a security guard at Kroger said she heard eight shots and saw two guys shooting at each other. ... When I got there, there were cops on every corner in a four-block radius. At least 20 cars. They were still looking for suspects. There was a pretty decent (15-20) crowd looking at the body and talking about what may or may have not happened.

Two of them who claimed to be there when it happened said one of the guy's friends was crying over the hood of the car you see in the picture. I think the police took him in for questioning. When I got there around midnight, his head was covered, and they were waiting for the medical examiner. She arrived within 20 minutes, looked him over, wrapped his hands, and then they put him in a bag. ...

I've got pretty thick skin, but it kept me up most of the night. I just keep wondering what this guy's last day here was like -- what his last conversations were like with those he cared for, what he leaves unfinished and unattended to.

Reading all of these comments just had me in tears. I cannot believe that these are the things people would choose to write about when two people are dead and two more might as well be--their lives now shattered from the choices they've made... I've lost a loved one in this whole mess and still think about it daily... Thank you for the kindness of a few... As for everyone else, this isn't an op-ed, it's a news story. Do everyone a favor and share your opinions elsewhere. May nothing like this ever happen to your family.

RIP CHAD!!! I am glad that we had a chance to cross paths.. My heart aches..... It amazes me what this world has come to... My heart goes out to his family and his son... For the people that are calling them scum, everyone has skeletons in their closet... no one deserves to die but the people that made the decision to TAKE OTHERS LIVES!!

Portugal has decriminalized all drugs for a decades now. Crime and deaths decreased. Users of hard drugs decreased. Cannabis use increased. Shocking to our bible belt culture....

This is so sad and hits me right at home. The young man that died at the hopital was my cousins boyfriend and were expecting their first child together. Everyone is in my thoughts and prayers. These boys were taken from life way to early, I hope everyone takes something from what happened that night. May God bless each and every one of you and give you the strength to get past this.

You people have no idea what your talking about. You can sit there an pass judgemet all you want but people make mistakes and Chad Ryan was a good man with a good heart and a family. One stupid mistake may have killed him but you can take your judgemental comments somewhere else because no one gives a crap what you think about the worthless war on drugs.

Most individuals who support the legalization of marijuana are those who are using it. Strange bias maybe? Rather than relying on the websites that promote the legalization of marijuana and offer scientific support for their position, it might be better for readers here to educate themselves thoroughly and carefully before making claims. A good place to start is http://www.drugabuse.gov/infof... Creighton University published a nice piece on the medical uses of marijuana (which does not mean that all patients are smoking the stuff, you know as it is synthesized to take orally and like all drugs, including alcohol--has short and long term effects). http://altmed.creighton.edu/me...

Like a lot of people say in this thread, the events of Wednesday night were sad. Young men, who were in high school and grade school just 15 years ago, are dead. Rather than criticize them, laws, or the stupidity of what happened, it might be worth thinking about what we can do to help those we know who might end up in similar situations.

Ya to bad the two victims looked like thugs have thug backgrounds with multiple drug cases and multiple assault cases... Looks like a case of self defense. Free those kids!!!

30 lbs...at least $3000...maybe $30,000. thats a pricey pair of shoes. if weed was legal...maybe it wouldn't have happened. maybe some of' them were just animals looking for a gunfight. maybe some of' them were just fightin' for their own. history proves that alcohol prohibition fostered a lot of violence. as does marijuana prohibition.

I haven't seen Robert "Jrob" since my late teens, maybe early 20's, I'm weeks away from being 30 now. He wasn't a friend, but we both had friends in common, were the same age, from the same area. I'm not sure why, but I just keep playing different scenarios through my mind how the situation happened. As a kid you never think someone you know will end up dieing in a shootout over a drug deal gone bad. The guy did things many wouldn't approve of and he paid for those actions with his life. Anything you say here won't reach him, but it will reach those who are grieving his loss. Insensitive comments about the men who died only stings the grieving and that's pretty low. Who is the bad guy here?

Hey did yall all forget what this story is mainly about! Regaurdless of the fact they were buying weed is besides the point.!!!! Two men have died once again in our city. They have family's they have friends that cared and still do!So think about that for awhile. If you want to talk about making weed legal do it on another page!Grow up and pray for these people! Quit being heartless and acting as though you people are better than the.!Everyone has their flaws but point being we lost 2 men last night and they need our prayers! What if it was your family's or your friends! Regaurdless of what is behind the reason they died you still care and love that person!

I went to Burger Street once but couldn't really decide on anything. I've been meaning to go. I hear it's pretty good, too. If one good thing has come from this it's that I will definitely be following up on my intention to have a burger.

I knew both of the shooters, I went to Lake Highlands High School with them. None of them were bad guys. I'm shocked that this happened. The picture of the man killed has a one year old child. It's a sad day for friends and families.

I don't use drugs or like people who use drugs. Nevertheless, I am a staunch supporter of not only the legalization of all currently illegal drugs, but I support a concerted government effort to acquire and cheaply or freely distribute intoxicating drugs. I doubt many more people would use drugs regularly, but I do know we would starve criminal organizations of a major source of funding, we would see fewer police officers killed in the line, the chaos on the border would come to an and, and we could devote a fraction of the money we use for enforcement to treatment and actually save lives and improve communities.

There are a certain number of people who will use drugs. A certain percentage of them will become addicts, and certain percentage of those are untreatable. They can not be helped. Why torment such people? Our laws make them fodder for the law enforcement/incarceration system, they are the ground up in a system from which they cannot escape. For what? To what end? So their brief existences can be made more miserable? That seems to be the public policy aim. And those robberies that would occur even in the absence of illegal drugs? With prisons half empty, and police with far fewer gangs and no dealers to chase down, maybe they could actually make the streets SAFER for ordinary people?

These men were killed because somewhere, some one wanted to become intoxicated by way of marijuana. Because marijuana is illegal and bourbon isn't, these men were willing to risk their LIVES for the return on investment that comes from taking such risks. If the potential customers for that particular sack of pot could have gone down to the 7-11 for it, these men might well have gone home and the alleged shooters might not end their days on a gurney in Huntsville. It's a tragic waste of time, money, and lives. Hey, if we hadn't fought the war on drugs to virtually no effect, we could have had Bin Laden,Afghanistan, Iraq and maybe even Iran for FREE. How does that grab ya?

Ummm so then Chad and Robert deserved to die since they went there with the intension of robbing Jason and Christan at gun point, making the decision to possibly having to pull the triger if had to....Just so happend Jason and Christian were faster... And thats by your definition.

chad ryan was a fool and a douchebag. and his trick-ass baby mama is a crazy-ass drug fiend. she hit a dude with a car at a bar in arlington, drove off and hit several other cars, then ended up hitting a pole. you think she would learn her lesson, but no: a few months later she got yet another dwi in arlington, down the street from the bar where she got her last one. she is trash, her baby daddy is trash, all trash. make weed legal, and let normal, hard-working folks sell it in a safe environment, not have to deal with scumbag losers like chad ryan in a parking lot.

Allrighty, would you like an apartment with your drugs sir? Perhaps a big screen tv? And you can't waste a good buzz without getting laid so you'll be needing an attractive, disease free prostitute of course. Just let us pick a new crop of money off our money tree, just planted a new grove this year for so the bills should be nice and crisp, and we'll get right on that.
