State Rep. Yvonne Davis Proposes Bill That Would Bust-Up Dallas School District

Till late last week, the formerly prolific Carla Ranger hadn't posted to her blog for most of 2009. But the Dallas Independent School District board member has returned, and today she points our attention to state Rep. Yvonne Davis's H.B. 3532 introduced late last week, which calls for "the abolition of existing school districts in certain counties" -- including Dallas -- "and the creation of new school districts." Dallas isn't named, but it fits the profile: It's "located in a county with a population of more than two million that is adjacent to a county with a population of more than one million" and "has a student enrollment of more than 150,000."

Davis is proposing the creation of two or more districts -- and her proposed legislation says no election would be required for any of this. And, sure, this will probably go nowhere. But, writes Ranger of the proposed legislation, "The public frustration with the status of urban education in Dallas and elsewhere continues."

Total dissolvement is about the only thing that will fix the problems with this broken district. A clean slate with a handpicked team is what everyone deserves.

The proposal is worth studying before dismissing it or embracing it. Imagine-doing what education is supposed to be all about: looking at all sides of the issue dispassionately, discussing it, debating it, and making a decision based on the facts, not emotion, personalities or personal feelings. What a lesson for current and future students, that we practice what we preach.

does this make sense??? To whom? Finally the students are actually making progress. Who will pay for the extra administrative staff and all the extra needs by financing and paper work?? Makes no sense to break it up when it is working hard from the bottom up to make education better for all students.

Thank you Rep. Yvonne Davis. It makes all the sense in the world to break up Dallas ISD. The sudents, parents and taxpayers have lived through Gonzales, Rojas, Moses and now Hinojosa.

We have been slow in making this move.

Joyce B, if the progress is developing from the bottom up, how does changing the top effect that? Again, you're stating that the schools, teachers and students are leading the way. That is how and where real reform comes from. Perhaps, the leadership has been preventing the improvements you're celebrating.

What I worry about is how the district might be divided. North Dallas would love to pull their property taxes from the city wide pool and apply them to their schools. South Dallas would be relatively hurt by this lost of subsidy. Perhaps the revenues could be equally shared between the resulting few districts.

I would hope that the state allocation per student would follow the student. That is the way it works with Charter Schools.

The downside is that foundation money, grant money and corporate support could be less for the schools outside of North Dallas.

Although seemingly radical, DISD is out of options at this point. Breaking up the schoool district is a sensible idea that merits serious consideration.

This is a fantastic idea. One thing that I would like to see is school choice and competition. I would like to break up the school districts but allow students to choose the schools that they attend. If you give students and parents a choice they will choose the schools that are academically challenging and with stricter discipline. The thugs will migrate to the easy schools that focus on vocational training.
I would not be opposed to revenue sharing, or policies that encourage diversity. The important thing is to give people a choice other than moving to the suburbs.

The state isn't going to break up the district AND still allow people who were in the former DISD choose which district their child attends school in.

Thats having cake and eating it too. No way the state would go for that. You might get to choose what school you child attends withing you new district - but not within any district that used to be part of what DISD is now.

What happens to the magnets if this is done? Since you suddenly have 6 magnets in 1 location - would the 6 magnets at Townview all go to one district and one district only? What does the bill say about that?

Ladies and gentlemen - let the playing of the race card begin! (Hate to say this - but we know where this is going.)
