Pardon, But Who's Paying For the Solar-Powered Water Taxi Again?

Turn to Page 25 of your document, where you will find that a "shade structure take[s] the place of tree vegetation in this plaza preserving views of the downtown skyline and promenade." Also: a solar-powered water taxi. And: jet packs for everyone!

This morning, while the Dallas city council’s Trinity River Corridor Project Committee leafs through the glossy 61-page report showing what the new river park will look like, I can guarantee you they will not ask the one question I’ve been asking City Hall for 10 years:

Sure, but with whose money?

The city is $50 million short on the budget for park roads alone. Yeah. You heard me right. To build the roads they show in the brochure, they need $50 million they do not have. Guess who they think has it?

I’m lookin’ atcha.

City Hall is $19 million short on the budget for trails. All those nifty wetlands they show in the brochure? The city’s short $5 million on the budget for wetlands. The list goes on. $4.8 million for a second lake.

How could the city council not be concerned about these costs, you ask? Why would they push a glossy brochure at the public depicting all this stuff for which there is no money?

Oh, there will be money. That’s how this works. They show us the stuff. They figure we’ll want it. And then they’ll get the money. From us.

In 2007, during a very long meeting I had with City Manager Mary Suhm and several of her top staff, Suhm conceded that the 2007 city bond package contained $73 million in money for the Trinity River project. Problem was, none of it had been identified as Trinity River project money in the bond proposal submitted to voters.

We were promised, in fact, in 1998 by then-Mayor Ron Kirk that the $246 million in bond money we voted for that year was every penny we would ever be called upon to put into the project.

That promise was, simply and plainly, a lie. Since then city staff, with full support of everybody on the council except Angela Hunt, has been cadging more money for this project from the voters without letting the voters know what’s up.

It’s so simple. Show us the eye candy. While we drool, get a finger on our wallets. Even Mitch Rasansky, our faux-fiscal conservative, does it. They all do, except Hunt.

Where’d the money go? First off, it was never there. When they promised us a huge park and lakes downtown, they had no idea what that would cost. Then they took the money they did have in hand and shifted the funding priorities to the toll road, which was what this project was always about anyway.

Listen today. Listen to hear which one of them asks the question: How much money do we have in hand for the solar-powered water taxi in the picture-book?

Better question: How much money do we have in hand for putting water in the lake? Oh, I’d love to hear that answer.

You know what it is? We can afford water. But it won’t be water that you can actually touch. It’ll be doo-doo water. But, hey. It’s water.

What will this stuff cost? Will Dallas taxpayers have to pay any of that? The council will not ask.

Maybe Hunt will ask. But what does she get for asking? The rest of them ridicule her for being a goody-two-shoes.

They do the two-step. Eye candy. Wallet.

Uh, last thing: How’re those streets lookin’ in your neck of the woods? Hell of a deal. Hell of a deal. --Jim Schutze

You and Angela lost the vote...get over it. They are going to build the parkway and that's all there is to it. It's needed and it will be a great addition to downtown/south Dallas.

And if you (and all the others on here) would quit pushing for the city to keep all the falling down houses that have "historic significance", there would be new construction in their place to increase the tax base and provide for MORE TAX REVENUE and maybe even a LOWER tax rate since there would be a LARGER tax base for the tax rate to be applied to...oh but I forgot, we don't like progress around here do we?

Geez, quit whining.

Note how many of the aerial views in the pdf (e.g. pages 8 and 9) have an obvious error that makes it look like there's a big fault line across the river in the middle of the park. And several of the pages have no page number. How much did the taxpayers pay for this sloppy work?

James says:

Schutze, do you somehow think you can prevent this from happening??? Good gosh man, you have an unhealthy obsession with this thing. Vote is over, this thing is moving forward and the City of Dallas is going to have an awesome development here! Jump on the solar water taxi with the rest of us, the view is nice but the smell is awful!

whackedupside says:

I don't think Schutze is arguing for a repeal of the Trinity River Corridor project. It appears that he's trying to make sure that there's some fiscal responsibility from the City. So, James and Spanky, bend over and open up those wallets and Get Over It.

I want to know who's going to pay for all that blue dye. That picture's positively Caribbean. Last time I was in the Trinity, it was an organic green-brown delicately sprinkled with amobae and cryptosporidium.

Perhaps the city could purchase several thousand cases of Big-D Blue. Are they local?

Schutze, I'm sure some of it will be my money- but I'm okay with that... After all, I'll be the one enjoying it! And the amount of development that will be built around this will be huge. More tax dollars from all that development means lower taxes in the long run...

Hey! I've got an idea. I'm going to the city council and threaten to leave Dallas. All of my
tax lowering spending will go to some undeserving suburb unless they build a $500,000 home for me.The city would show a profit (because of my tax lowering spending) of at least $5,000 over the period of my lifetime. That's a better deal than most of their deals.

religion of bacon says:

Julia has a good point. And since it's all imaginary 3D renderings, I'd like to see an alternate view that has half the shade-thingies and the bottom 10 rows of the amphitheater submerged under brown doo-doo water. Maybe show a murder victim's corpse impaled on a tree branch for extra realism (corpses have in fact been found in the trees along the Trinity after the spring floods subside).

Spanky:

I don't know why you are on a personal crusade against old houses. I live in Munger Place in a house built in 1920 that probably would have seen the bulldozer in the 1970s had people like you had their way. My property value is pushing $300K, exactly how much do you want to increase the tax base?

I would suggest that if you do not like living in a historic neighborhood, you could move to Plano or Frisco where you will be able to find large numbers of newer houses and lower tax rates. Leave the city for those of us who appreciate living in an older neighborhood.

JimS:

I am right with you! Keep up the good work and asking the tough questions. I do wish the city would stop lying to us about the park and just admit that this is all about the road. We could have had something like Town Lake, but instead we voted to build an expressway to Sunnyvale, because, you know, you would not want to drive through those historic districts where you may be offended by the state of old houses.

That's right bitches, daddy is loaded and I'm giving away free cash!

You guys can bash me if you want, but I honestly don't mind paying to help create something that will dramatically change the landscape of Dallas. And I'm not alone, so whether you guys like it or not- whether you feel like you shouldn't have to pay higher taxes to make it happen- it's gonna happen!!!

And as I already stated, all the development that will be created here will be a major asset for this city. More tax dollars, more residents, more jobs = more police, more fire fighters, etc...

James,

Don't use that BAD word (development) on this blog...Schutze and his minions don't understand it, don't like it, don't wanna hear it.

Haven't you yet figured out the purpose of this blog is to bash the mayor and anyone on the council who wants to improve Dallas? Fortunately the majority of the Dallas voters don't agree with the short sightedness of these contributors.

"Great minds discuss ideas, average minds discuss events and small minds discuss people." The latter certainly applies to Schutze and his bloggers, don't you agree?

Key to the entire discussion: Check out the flooding map near the end of the presentation. What happens to all that nice new solar technology after being submerged under 174 feet of runoff for most of the spring? Something tells me that stuff isn't cheap and that such an event isn't a part of standard manufacturer's testing. So I'm with Jim -- who pays? Is a 40% property tax too high?

soooo... The city does not have enough money for the budget this year, they want to pay $30M for a lot thats worth less than $10M, they want to build a $600M hotel...

And now they have money for this?

Has the Army Corps of Engineers approved building a road in the middle of a levee? Do you people not watch the news? Do you not understand that a levee's purpose is to keep water out of a specific area, not to house a toll road? Moses is not going to part the water so Texans can safely drive down a tollway.

Chris,
Silly you! They city doesn't need cash (real money), just a big credit card (lets go shopping!!!!!). I'm sure when the all the bills are due that the Mayor and his Citizen's Council buddies (who are apparently super cool cause they wrote a book about how super cool they are) will pick up the check.*

Bubba says:

I'll agree that responsible development can be a good thing, but if they don't have the money to pull it off, then it's not responsible.

As far as old houses are concerned, obviously there are some that need to go, but Dallas has proven over the years that it has no respect for the historical character of neighborhoods or significant structures if there's a buck to be made otherwise. Personally, if my neighborhood near lower Greenville is slowly going to morph into something akin to, um, Frisco, I just as soon move out of Dallas. I've lived here nearly thirty years of my adult life and it's not getting any better.

More police and firemen? Are y'all kidding me? They are ALWAYS going to be behind the curve, because the city check writers are going to find some silly crap to spend the money on first.

Keep up the good work, Mr. Schutze!

Spanky how do you think the houses in Frisco are going to look in 100 years?

Spanky and James,
I think the point Jim was trying to get at was that we have been and continue to be LIED TO by ODB's, about the vision vs. the cost and time necessary to accomplish this task. Yes, of course, it should look beautiful, but we were lied to about how much it was going to cost, and we continue to get these politicians with blinders, who basically see nothing but wealth and kickbacks from certain constituents, while the general population carries the burden.

And people like you two, who have the liberty to move, probably WILL, which means you'll bail on the tax burden. THAT is what sucks, hombres.

Angela is the only one being responsible. Suhm is the next one liable for fiscal misdeeds and illusions.

Jim S, you know, call up Perot the Elder and ask HIM what he thinks. It should be interesting.
