DISD's Whistleblower Alleges District Retaliation in Federal Lawsuit

If the name Becky Beck rings a bell, it's because she was the whistleblower who, two years ago, notified the feds that a $316,000 Centers for Disease Control and Prevention grant intended to go toward HIV prevention education efforts was being used by the district on everything but HIV prevention education. But three months after the district had to refund the money, Beck, a health education specialist with the district, has filed suit against DISD in U.S. District Court in Dallas. Beck claims her bosses at 3700 Ross Avenue -- among them Assistant Superintendent Renita Berry and supervisor Narvella West -- retaliated against her for calling them out by giving her a bad review, withholding promised pay and making "disparaging remarks." According to her complaint, filed on Thursday in federal court, Beck says she's worked for the district for 30 years, but didn't receive her first poor performance evaluation till after the blew the whistle on the wasted money. She says she was placed on probation "for alleged poor performance," and that the evaluation and probation likely kept her from getting a job with the Texas Education Agency as a physical education and health manager.

Beck also alleges that the district has "stripped [her] of her longevity pay" totaling $4,000 for this school year and yanked her off the school health advisory committee. In the suit, which you can read in its entirety, she wants twice the amount of back pay she claims she's owed with interest and further compensation "for any special damages sustained as a result of the discrimination, including lost economic opportunity." District officials will not comment on pending litigation. --Robert Wilonsky

Anybody that voted for the DISD bonds last Saturday having any second thoughts, probably not since we already knew the DISD administration couldn't be trusted

Good thing the bond passed. DISD will need it to pay for all the "ice" to treat the "burn" Becky is about to give!

The DISD needs to remove the stench of corruption and incompetence connected to the culture operating at the DISD at this time. Improving landscapes outside DISD schools is great, but if you don't cleanse yourself from within its all for show.

Governmental agencies and institutions are notorious for vendettas against any employee compaining about fairness or corruption. In this particular case , the employee was falsely accused of poor performance and lost monetary rewards due and lost the opportunity to have a better job. The district intentionally retaliated and it is this fear that prohibits more employees from coming forward with information regarding the district's administration. UT Southwestern Medical Center punishes its employees, physician or not for reporting unfair and/or illegal practices. They have demoted ,terminated,reduced pay ,and even retained earnings. Under the Fourteenth Amendment to the Constitution the state can not be sued in Federal Court,so it takes years to receive any resembalance of justice in Texas State Court. These institutions are in dire need to investigations by the Federal Authorities, damned the politics, to review the financial and personnel management. Too many issues have surfaced for both DISD and UT Southwestern concerniing their stewardship, cronyism ,and violations of state and Federal laws including,but not limited to misuse of funds,contract awards,EEO issues,and even Medicare fraud.The public apathy is allowing the wealthy,the influencial,and the fear mongers to feed their greed and power ,thus rendering the average employee ,voter and taxpayer inept and ,essentially powerless unless you vote, let your voice be heard and "fight" for what is right in all things that matter,both morally and ethically.

I agree with Steve. I am one of the past employees of UTSW and experiensed the same thing they do retailiate for speaking up. It is time the goverment takes notices on just how many people have to deal with this and be black balled and the worst is they know they can get away with it.

I feel for Becky. I once told an Assistant Superintendent in DISD that she could not use Title I money to pay for a particular position. I did not get a job I was highly qualified to take and that I had done for a number of months as "interim." It took awhile, but my contract was ultimately not renewed. I strongly believe that if I had been less stringent about following the rules of the grants, my career at DISD would have been completely different. DISD does not want people who are qualified to do the job, they want people who blindly follow disreputable leaders. It was like that years ago and unfortunately, is apparently still the same today. It is the kids and the taxpayers of Dallas that suffer.
