Harlan Crow Sends Tom Leppert Yet Another Angry Missive

In response to yesterday’s big announcement that the city will be getting into the hotel business, Harlan Crow fired off his third missive to Mayor Tom -- which we've gotten our hands on to share with the Friends of Unfair Park. This time, Crow and two of his top officials, Anne Raymond and Gina Norris, say a review of the study by HVS Convention, Sports & Entertainment Facilities Consulting shows “taxpayers will lose over $200 million in the first 10 years of operation.” HVS was hired by the city to do a feasibility study for the convention center hotel, and its study was released at the April 7 meeting of the Economic Development Committee.

“That the Economic Development Committee would unanimously recommend buying an overpriced parking lot to build and own a hotel that no sophisticated private investor would build shows a complete disregard for the economic realities that will be irresponsibly imposed on the taxpayers,” the letter says.

Crow and company say they were “astounded by the jubilant announcement” from committee chairman Ron Natinsky, who said the hotel would become a money-maker for the city. They claim the committee decided on a “development scheme” for the convention center hotel.

Crow Holdings, which owns the Hilton Anatole, also provided Leppert with a four-page analysis of the study, which claims the HVS study is “flawed and inflated.” It also says the reduction of hotel occupancy taxes and property taxes that would result from the new hotel “will cannibalize tax-paying hotels.”

In addition to Crow’s letter, Angela Hunt was busy yesterday getting council members’ signatures on a memo also addressed to Leppert. The memo asks the mayor for a full council briefing on the Dallas Central Appraisal District’s recent appraisals of downtown properties. Hunt has the required five signatures on the memo, but she says she’ll continue to circulate it for additional signatures today before giving it to Leppert.

Hunt cites “recent media reports” that revealed DCAD has been undervaluing downtown commercial properties for several years. She points out that while many downtown property appraisals have remained stagnant or decreased over the years, residential property valuations have seen significant increases.

“As a result, the City of Dallas may have lost and may continue to lose millions of tax dollars due to these undervalued appraisals,” Hunt writes. “Furthermore, we are concerned that this inequity has placed a greater tax burden on Dallas residential property owners.” --Sam Merten

Partial public funding for stadiums that come with guaranteed occupancy for multiple dates over multiple years along with higher visibility for the City of Dallas, not a chance.

Public funding (and ownership) for a hotel in the downtown Dallas wasteland ("we'd go to the whitewater rafting park but there's a six lane tollway blocking our way") in a market filled with other options, best idea ever!

Big money talks in this town and Leppert will have to listen , but to lose money makes less sense. Obviously, the Crow Holdings are on Harlan Crow's mind and it's sad for taxpayers that he is speaking for us.Who does the Dallas City Council speak for,regarding this hotel? Somewhere there's a wealthy donor that would benefit from the construction and /or operation of the convention center hotel.When the city can not provide all of the city services,such as adequate safety with an effictive police department,flood control in the poor parts of the city,the revitilization of Fair Park,sufficient support of Parkland Hospital,the parks department,etc.. The weakening econonic climate is not the condusive for an investment of this caliber for taxpayer funds. So far,this mayor and councul can't even find a new name for Industrial Blvd.. Based on the over turned convictions of 18 men, a county jail that has failed the past five inspections,and the revalation of the "Inner Circle", perhaps "No Justice Road" will suffice.In the mean time, the Mayor and the council will need to have the voters decide on a risky financial proposition such as a hotel.

This whole deal is so far beyond bad judgement that the only thing left to conclude is that our anointed "leadership" hold in their hearts a burning contempt for the stupid rabble who elect them...people who only have a job and one vote.

Mayor Tom and the Council appear to be doing to Dallas what the Visigoths did to the ancient city of Rome only about 2400 years later.

Mayor Tom Foolery and the Keystone Kouncil don't need an experienced hotel man/company to tell them what to do. Imcompetent city-owned, incompetent city-operated. Just wait until you see all the restrictions and participation deals on the hotel construction and management. The School Board, the County Jail, until recently the DA"s office. Tell me again what our government officials can do right. If we had given Jerry Jones some support for a downtown stadium, there might have been a private developer who would have built the hotel. Just look at the development around the AAC. At least with Jerry Jones, the city would have received a competent product in return.

I am just baffled by the sheer arrogance of Leppert and most of the council on this matter. They act as if they won't have to answer to anyone on this. I wouldn't think a person would have to be a financial wiz to see the enormous risk and likely failure in this. Hell...Dallas seems to have a glut of hotels as it is, particularly in or near downtown. The sad part is that if this does come to pass, it will be years before there's undeniable proof of what a lousy idea this was in the first place and that it's been a huge money pit for the city since day one. By that point, Leppert and the other a-holes that supported this half-baked scheme in the first place will have long since gotten their kickbacks and other enticements and gone on to greener pastures while the taxpayers are left holding the bag. Un-fricking-believable. It's too bad that only a few council members have the cajones to stand up to Leppert and his blitzkrieg tactics. The others need to pull their heads out of their asses and grow a pair.

While I support anything that brings down "His Royal Highness Tom"Harlen Crow is hardly the person I 'd like to be doing it .
This is a person that singlehandedly stopped the development of a 1.5 Million dollar (donated money) sports facility on the door-step of one of his future developments,just 'cause he don't like skateboarders...........
