Missing the Bullseye, Caraway Derailed DART Board Interviews

Lots of buzz this week about a bizarre performance on Monday at City Hall by council member Dwaine Caraway. He tried to rattle Joyce Foreman, who was being interviewed by the council for reappointment to the Dallas Area Rapid Transit board. Foreman wouldn’t rattle, and Caraway wound up rattling himself.

And I mean rattle, rattle, rattle. I saw it.

The city council’s Transportation and Environment Committee was interviewing candidates to fill a couple of empty seats on the DART board. The whole proceeding was fraught with unspoken tension, because the council had managed to screw up its DART appointments so badly last time around.

A year ago, right after Tom Leppert was elected mayor, he led a coup to take Foreman off the board, just as Foreman was about to be elected chair by the rest of the DART board. That paved the way for Leppert’s political ally, Lynn Flint Shaw, who was already on the DART board, to become DART chair instead.

Lynn Flint Shaw’s brief regime as chair cracked up in a cascade of scandal: a billion-dollar budget deficit at DART; a sleazy side-deal contract between Shaw and Deloitte Touche, DART’s external auditor; revelations that Shaw was using her influence with Leppert to manipulate minority contracting at DART and with the city. On March 10 Shaw and her husband were found dead of gunshots in their home, in what police have described as an apparent murder-suicide.

The Shaw debacle has left the City of Dallas in the lurch at a time when huge transit planning decisions are being made. The suburbs have been quick to capitalize, rushing into seize the chairmanship of the board and putting their own projects first in line, so that badly needed Dallas lines must go begging for funding.

At least half the city council wants to put Foreman back on the board. At Monday’s hearing, she came across clearly as the kind of sharp, decisive but diplomatic person who might be able to repair Dallas’s wounded fortunes. She should never have been kicked off in the first place.

But Leppert has been going to individual council members, asking them to get Foreman to withdraw in favor of Dr. Beverly Mitchell-Brooks, executive director of the Dallas Urban League. Brooks is a smart capable person too, but in her own interview Monday it was plain that she is way behind the curve on DART issues.

Worse, she has all kinds of conflicts, because the Urban league does all kinds of business with the city. She sent a memo to City Hall earlier this week killing a $40,000 a year contract with the city to do HIV/AIDS education, perhaps temporarily, but she still has contracts with the city’s housing repair program, first-time home-buyer’s mortgage assistance program, senior’s program and abstinence education program. (You didn’t know your city cared so much, did you?) And that says nothing about a contract between the Metro Homeless Alliance and the Urban League to build a hotel for homeless people with a million bucks in city tax money.

Some of that stuff may wriggle around the city’s conflict rules, but a lot of it will present the same kind of conflict problems for Brooks as the HIV grant she ditched the day of the interview.
When council members asked her about all of that, she told them she will quit the DART board if any of it presents a problem. Not exactly what they wanted to hear.

Councilman Caraway, who has been Leppert’s main henchman on DART board issues, obviously saw that the Brooks interview had gone quite badly -- not because of anything about Brooks herself, but because of her very awkward position. Then he saw Foreman’s interview going very well. So he decided to turn the tide.

Foreman has a reputation for being fiery at times. It’s really more of a suffer-no-fools thing than raw temper. She can keep it under wraps when she needs to. But Caraway must have thought he could needle her into an explosion.

He kept coming at her with off-the-wall questions and veiled accusations, but Foreman kept her cool, even when Caraway tried to suggest she was involved in improper relationships with vendors -- quite an irony, given what happened with Caraway’s favorite, Lynn Flint Shaw.

“A lot of people have lobbied for you to come back to the DART board,” he said to Foreman. “Some of those people that lobbied extremely strong and hard have contracts with DART. I would just like to know, since they walked into City Hall on your behalf and since they made phone calls on your behalf and kind of really, you know, went real tough with it, what’s the responsibility that you may have and how will you handle the relationship with them going forward?”

Foreman started to answer by saying she didn’t know who he was talking about. Caraway lept back in and named four prominent African-American business people. I am not naming them here, because I’m told most of them do not have contracts with DART -- a fact I have not been able to verify yet one way or the other.

But it was obvious Caraway was hoping those names would be the Big Button that would set Foreman off. Instead, she stayed cool and cordial, telling him: “Certainly I have known and worked with each of those individuals. Let me say something clearly to this committee. If you don’t know, my background is procurement. I come from a purchasing background, and I clearly understand conflicts of interest.

“I personally work with everybody. But I don’t get involved in the purchasing process at DART or anywhere else that I have served.”

At about that point, Caraway became so frustrated and flustered that he walked out of the room.
It’s deeply ironic that Leppert and the Citizens Council wound up working with Lynn Flint Shaw and against Foreman on the DART board. During his campaign for mayor, Leppert promised to “build strong companies” in Southern Dallas. That’s exactly what Foreman was already helping to do on the DART board, but without the cronyism.

So they tossed her out and put their money instead on Shaw. And we see how that worked out. Now the Leppert-Caraway team is trying to move Heaven and Earth to keep Foreman from being put back on the board, because they don’t own her.

Maybe Foreman should suggest outsourcing the Chairmanship and volunteer to draft the RFP for the consulting contract.

That way she could be fired for acuse.

What I find most ironic about this story is that while everyone knows Caraway is Leppert's lap-dog, it's only a matter of time before Caraway becomes expendable. Leppert will toss Caraway's ass under the bus as soon as this occurs and someone else will step right up to the plate. Is there a masochism clause in City Hall contracts?

i saw this on tv yesterday. jim is playing games with y'all. that's why he won't give you the names of the contractors.

Once again, Jim shows that he hates everything city council related because of the trinity. what the heck does helping the homeless and home repair have to do with dart? no relation. remove your lips from forman's butt.

so now it comes out that people were coming to city hall plus calling to get her back on dart so she could give them a contract. but yet jim got mad when other people are lobbying for contracts. forman she sued the city back in 2001 bet y'all didn't know that.

she lied yesterday because she's the one that told them black contract people to call city hall.

Why does forman want to be back on the board so bad? Unkept promises to her backers? Maybe more dirty work to be done. she was the vice chair the whole time right before they announced that the billion came up missing WHY DID SHE NOT SAY ANYTHING the whole time the money looked funny? cause her people got the contracts.

If the city council is dumb enough to put someone on there who talked so bad about a lot of them, then so be it.

Lakewooder is absolutely correct. Back in the day, I had to be down there quite alot and the place still creeps me out.

Everyone that I had to see was always looking over their shoulder and watching what they said because (and I was told this) the individuals that work there are not going to put themselves (ie: their retirement) at risk for ANYTHING.

The social alienation psychologists would really enjoy the place.

Ironic that Mitchell-Brooks, Ph.D., has/had an AIDS/HIV education contract, as she was once quoted in the mid-late 90's as saying that she, too, believed that AIDS was a government plot by dem debbil scientists against black people. Yes, she was head of the Urban League at that time, too.

A quick Google didn't turn up any hits, but it was in a DMN story about the prevalence of that belief among minorities in the US, resulting in rejection of government outreach and education programs - like the one she's secured.

First you have Beverly Brooks ,Director of an agency charged with helping her Community and a scientist by profession and education, withdraw a HIV grant to educate her people on a disease that is infecting 40% of them for a seat on D.A.R.T.! Then you have a business woman who has been on D.A.R.T. about 6 years or so, lost a bid for reappointment by this same group of Council persons , again being subjected to all this drama. For what? Is there a pot of gold at the end of the line? I have no dog in this fight but are there no other taxpaying citizens willing to serve on a City Board? If the only two candidates are Joyce Forman and Beverly Mitchell- Brooks, Joyce Forman get my support. I hope that this time off the Board has helped her become more compassionate in dealing with racial issues and etc. Wayne a lot of us think the virus was man made.

I never heard of a bunch of people chasing Betty Culbreath to a police station. It was the Dallas Morning News that stated that it was your intention to change some votes from Obama to Hellery which may have caused the pursuit.

I never heard of Betty being a mercenary, and going around getting paid for signatures on petitions that were against the interests of the black community.

Why shouldn't Betty take an appointment from Laura Miller? There's an old saying, "Keep your friends close, and your enemies closer". It's a great way to conduct yourself. Hey, God deals with Satan everyday. Without communication nothing happens.

It is Betty Culbreath who is one of the most bi-partisan Blacks in Dallas. Betty doesn't hesitate to call out corrupt Blacks who prey on their own communities, or call out Whites as well. Is Betty perfect? No. But I'd rate her "better" than the majority of Black leaders in Dallas.

The main problem with the Black commmunity is that some of its religious and political leaders prey on their own people. That is an abomination considering the condition of Black America.

Dwaine Caraway is apparently acting like a real ASS in the matter of Joyce Foreman. It's anothe black against black situation, and some Whites are lovin' it.

By the way, much of what Rev. Jeramiah Wright says is correct. There is intended genocide going on in the Black community. AIDS was man made. Crack cocaine was designed to bring the Black Community down. DEA stands for Drugs for the Elite Allowed.

Thanks Rich. Some people seem to forget. I never ask to be on any Board. I have always been recruited. I went on the Plan Commission first two times with 15-0 vote, DFW 15-0 vote , Plan Commission second time 14-1 vote. I was appointed by Mayor Miller to DHA and reappointed by Mayor Leppert. I was hired for Dallas County Health and Human Service with 5-0 vote. The reason most people of color in Dallas do not like me is because I have support from all people, black,white brown and others. I have support across political party lines.I do not participate in their petty bullshit and gossip.It does not bother me what people say, I have never had a split vote on a Board nomination if I had ,I would do the Council and Community a favor and withdraw my name. I am somebody and have been somebody since birth (ME). I don't need a title or confirmation by any group to BE! I Am who I Am and I THANK GOD for it ALL.

Furthermore, have you forgotten that while you are trying to compare me to Betty, she was a SPOKESPERSON for the Strong Mayor campaign that you speak of. I was then and still am in support of the strong mayor ---What you gonna do about. Blacks are not monolethic and since when did BLACKS appoint need a Yankee as the Great White Hope to decide for us what is in the best interest of the community. If you ain't black get back.

There is not one person at the caucus that will say that I said one mumblling word about Hillary Clinton. How could I have changed the names if I wanted to. There will be plenty of testimony under oath and when YOU holler "uncle" I'll take my foot out.

I understand your desire to be accepted and you do what you do to get in where you fit in. But you need to think twice aabout fin with me. I am in support of strong Mayor ( odd that you take up for betty- she and I were on the same side here.) I did, when I collected the petitions then, and still do today. Will do it again if-- not if, when Leppert brings the issue back up. If anybody pays any attention to the Fabulous Four bribery cases down town, you will understand why I am in support of strong mayor or either a 10-4-1 configuration. I AM FOR STRONG MAYOR and what are you going to do about it besides bumping your gums? and since when did you get the right to define what is in the best interests for black folks. I think the current system is perpetuated by the black predators that you speak of here who stole from paul quinn, packed blacks in apartments in areas without adequate city services, risking flood control and all in the interest of black people---PLEASE get a life. We don't do New York here.
