Unfortunately, Matt Pulle was treated the way many parents are treated at Preston Hollow Elementary School and other DISD schools. No public institution should treat any reporter, student parents and citizens in violation of the first amendment.

Does DISD have it's own slush fund? In DISD line item account #6219 "Consultant Agreements" for both 2004-2005, and 2005-2006, the district budgeted a lot more money than it spent. In 2005-2006, the DISD budgeted over $100 million dollars for Consultant Agreements, actual expenditures were just under $30 million. In the school year 2004-2005, the DISD budgeted well over $110 million, actual expenses just over $30 million. The total money not budgeted for those two school years and not spent are well over $150 million. In this school year, 2006-2007, only $60 million were budgeted by the board, actual total expenses are not yet known.

Dr. Hinojosa, in jest, reportedly called it a "slush fund" at a Districtwide Superintendent Advisory Committee Meeting last week. He even asked if there were any reporters in the meeting room when he spoke to those in attendance.

One DISD high school principal from a South Dallas high school complained low performing teachers often leave their full-time teaching positions with the DISD to then contract with the DISD to serve as as indice teachers under line item account #6219 to provide "coaching" that is either not needed for her school or they provide poor consultancy.

Do an "Open Records Request" on both the DISD line item account #6219, and the "Review of the Use of Consultants to Provide Educational and Support Services, Internal Review of the Use of Consutants Providing Educational and Support Services, and the committee report article of Dr. Denise Collier. Reportedly, even Dr. Collier wants to know where that money is. You'll be suprised when you dig a bit to get to the meat of the bone here.
